# Mandatory e-invoicing from 2030: what does it mean for your business?

The Dutch government plans to make electronic invoicing mandatory for domestic and intra-EU B2B transactions from **1 July 2030**. According to its policy outline of 11 September 2026, digital VAT reporting for domestic transactions should follow on **1 July 2031**. The bill has not yet been enacted: consultation is planned for autumn 2026 and submission to the Dutch House of Representatives for 2027. Businesses can already prepare by reviewing invoice flows, accounting software and their ability to receive structured invoices.

> This page provides general information, not legal or tax advice. The plans still have to be enacted; dates, exceptions and technical requirements may change.

## What should you do now?

1. **Check your accounting package.** Ask whether it can receive, process and export UBL and which versions it supports.
2. **Map your invoice flows.** Record how sales and purchase invoices arrive today: UBL, PDF, DOCX, scan, photo or paper.
3. **Ask suppliers about e-invoicing.** Discuss when they can send structured invoices and through which channel.
4. **Reduce manual retyping.** Test how PDF, DOCX and image invoices can be converted to UBL while suppliers are still transitioning.
5. **Automate recurring intake.** Use a dedicated inbox, cloud folder or API for each flow and define where exceptions are reviewed.
6. **Assign responsibilities.** Decide who reviews invoices, corrects errors and monitors regulatory and software changes.
7. **Follow the implementation.** Monitor the consultation, the bill and your software provider's roadmap.

## How SnelUBL helps during the transition

Not every supplier sends a structured e-invoice yet. SnelUBL converts PDF, DOCX and image invoices, including scans and photos, to UBL 2.1 or UBL 2.3 XML. The output is validated and can be reviewed and corrected before export.

Use Quick Mode for individual invoices. For recurring flows, use a workflow with its own inbox or a cloud folder on Dropbox, OneDrive/SharePoint or Google Drive. SnelStart supports direct export; for Exact Online, AFAS, Moneybird, e-Boekhouden.nl, Twinfield and Yuki, download a UBL file for import into the package.

The first 3 conversions are free without a credit card. After that, each conversion costs EUR 0.35, with no subscription or minimum.

## Frequently asked questions

### Is mandatory e-invoicing in the Netherlands from 2030 already final?

No. The Dutch government described its plan in the policy outline of 11 September 2026. The draft bill still has to go through consultation and parliamentary review. Details may change before the law is enacted.

### Which start date does the government propose?

The government plans to introduce B2B e-invoicing for domestic and intra-EU transactions on 1 July 2030. Digital reporting for domestic transactions is planned for 1 July 2031.

### Does the plan apply only to large businesses?

The policy outline does not describe a phased introduction by company size. The final scope and exceptions must be defined by legislation and implementing rules.

### Is a PDF invoice an e-invoice?

A PDF is a digital visual document, but it normally lacks structured invoice data that software can process automatically. A UBL file provides that data in XML form.

### Will Peppol be mandatory in the Netherlands?

That has not been decided. The policy outline leaves the required exchange infrastructure open. Belgium does use Peppol for its B2B requirement, which has applied since 1 January 2026.

### Which UBL versions does SnelUBL create?

SnelUBL creates UBL 2.1 and UBL 2.3 XML. The output is validated, and you can review and correct the data before export.

### How does SnelUBL help while suppliers still send PDFs?

SnelUBL converts PDF, DOCX and image invoices to UBL. This lets you use structured data without retyping every invoice while suppliers transition.

### Is e-invoicing Dutch public authorities already mandatory?

Yes. A B2G e-invoicing requirement already applies when invoicing Dutch public authorities. Always follow the receiving authority's delivery instructions.
